  Action Contre La Faim is a humanitarian association recognized as being of public benefit and founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices. As part of our programs, we are currently looking for: Program Manager.

Contract duration: 12 Months

Receiving base: Mocimboa da Praia_ Cabo Delgado

Availability: 01.09.2025

Special conditions: Vacancy open to all Mozambique, it is an advantage for Pemba residents;

Remuneration: (Gross monthly Income) and 130 Month paid in December (prorata depending on the starting date)

General Objectives

The Program Manager will be responsible to coordinate the implementation of the IFSAN-funded Consortium Project (ACF/SI/Acted), including acting as the lead focal point in the field, overseeing implementation of activities and accountability to beneficiaries, and taking the lead on all field-level external stakeholder engagements.

Specific Objectives

Mission 1: Provide Leadership and Support to Project Implementation at Consortium Level

The Project Manager provides overall leadership at field level. Tasks may include (not exhaustive):

  • Lead Consortium implementing staff to deliver high impact work, ensuring appropriate application of the project design, in coordination with ACF and consortium technical and management teams;
  • Ensure regular and open / transparent communication between Consortiums partner’s at field level, including remotely;
  • Establish strong project cycle management practices across the Consortium to ensure smooth coordination and implementation of the project. This includes the leadership on kick-off and close-out meetings, as well as regular project reviews, as per ACF standards and tools and in coordination with Grants, technical and management staff;
  • Contribute to ensure that contractual obligations are met in terms of project deliverables. This includes an active role in coordinating the work related to reports as per the Donor’s requirements and in close coordination with relevant staff within each consortium organization;
  • Contribute to context analysis, needs identification as well as reporting to Donors and other stakeholders.
  • Ensure strong collaboration between technical and support services at field level;
  • Coordinate with Support Departments (Finance, Logistics and Human Resources) of Consortium partners and formulate recommendations to ensure resources meet the Project’s needs.

Mission 2: Contribute to ensure quality of programming and accountability to beneficiaries

Although the Project Manager is not ultimately responsible for the quality of implementation of the Consortium’s activities, he/she provides an active support at field level. Tasks may include (not exhaustive):

  • Ensure a macro-level view of Consortium activities to advice on, and flag any issues, with programme quality;
  • Together with the Consortium partners’ staff responsible for project implementation, plan the various stages of project implementation and contribute to set the direction by prioritizing and organizing activities to achieve project objectives. Ensure an overall supervision of the Program activities implemented by each partner, and formulate recommendations to Program staff as necessary;
  • Work closely with the MEAL teams across the Consortium partners to ensure that MEAL systems are in place to measure the outputs, outcomes, and impacts of activities, and to identify and implement recommendations as part of continuous improvement and learning;
  • Ensure an overall supervision of the monitoring and evaluation activities implemented by each partner, and formulate recommendations to MEAL Managers as necessary;
  • Ensure a unique Feedback and Complaint Response Mechanism is in place and functioning for the Consortium.

Mission 3: External Coordination

The Project Manager ensures external coordination with relevant stakeholders and partners to facilitate the implementation of the Consortium’s activities and programs. Tasks may include (not exhaustive):

  • Act as focal point in the field for external representation of the Consortium with a variety of stakeholders including donors, government officials, clusters, other consortia and NGOs, in link with the Project;
  • Establish and maintain mapping of stakeholders with relevancy to the Consortium’s project, and advice on relationship management with relevant stakeholders;
  • Participate to any meeting or forums at field level to ensure representation and coordination of the Consortium with other stakeholders, and share updates to the Consortium partners;
  • Ensure that Donor communications and visibility requirements are being met.

Mission 4: Security and Safety Management

Although the Project Manager is not responsible for the security of the consortium staff, he/she contributes to security management, in collaboration with the security focal points of the Consortium partners. Activities may include (not exhaustive):

  • Continuous and daily context monitoring and follow-up and information sharing with security focal points of the Consortium partners;
  • Participation in context security assessment.

Especially for ACF he/she will:

  • Show proactivity in suggestion of update the security protocols as necessary accordingly to the context evolution;
  • Ensure the correct application and respect of security measures by the field team, visitors and relevant partners;
  • Under the delegation of the Area Coordinator, manage incidents.

Skills Required

Education level and experiences expected:

  • Bachelor’s degree in relevant field (Nutrition, Food Security and Livelihoods, Public Health, Agricultural Sciences, etc.);
  • Experience working with donors and partners;
  • Experience working with humanitarian projects in volatile contexts;
  • Experience in Mocimboa da Praia is a plus;
  • Being a nutrition specialist is an advantage.

Technical skills:

  • Project management (including activities, monitoring, HR, budget management, logistics, etc);
  • Pack office (Word, Excel, Power point);
  • 2 to 5 years of experience with Nutrition, Food Security and Livelihoods in humanitarian contexts.

 Transversal skills:

  • Communication skills (writing, speaking);
  • English and local language;
  • Autonomy and proactivity;
  • Team spirit;
  • External representation with various stakeholders;
  • Solution-oriented;
  • Critical thinking and solution oriented.

Managerial skills:

  • Managing a team;
  • Rallying people around a common goal;
  • Defining the best level of collective efficiency with your employees;
  • Favoring simple solutions that are accessible to all, depending on the situation;
  • Taking difficult decisions and communicating them to employees.
