BACKGROUND
The Administração Nacional de Áreas de Conservação (ANAC), established in 2011, is the principal entity in Mozambique that is legislated to administer all aspects of the conservation areas in the country of Mozambique including the Maputo National Park. The park is managed through a co-management agreement with Peace Parks Foundation, an agreement signed with ANAC where Peace Parks contributes financial resources, materials, technical advice and good management to Maputo National Park. The park’s coastline and adjacent freshwater lakes offer great opportunities for tourism development in the region. These include lodges of medium to high range facilities, developments with exclusive use of the coastal areas adjacent to their concessions. Maputo National Park is less than 100 km from the country’s capital of Maputo and has good access via a new road and bridge over the Maputo Bay via KaTembe. On the Southern side, access via South Africa through Kosi Bay border post and is adjacent to both the iSimangaliso Wetland Park and Tembe Elephant Park in South Africa. Maputo National Park has recently been inscribed as a World Heritage Site, sharing this achievement with the iSimangaliso Wetland Park.
As tourism manager you are expected to realise the park’s tourism potential and consequently aim to increase the park’s revenue from tourism activities in the park.
The park manages a combination of concession-operated and park-run tourism assets that require consistent, high-quality oversight. Current operational concessions are Milibangalala, Membene and Anvil Bay Lodges The number of concessions is set to increase.

JOB PURPOSE
The Tourism Manager will play a pivotal role in shaping, managing and growing the tourism operations in Maputo National Park. Reporting to the Park Warden, and PPF’s Head: Operations and Development, the successful candidate will be responsible for the full spectrum of tourism management, from strategic planning to daily operations, to marketing, communications and stakeholder engagement.
This role demands a present, proactive person who ensures that all tourism and visitor-facing operations run smoothly and to standard. It is not a desk-based or purely strategic role, success will depend on your ability to lead a small team in the field, respond to day-to-day operational needs, and uphold the integrity of the visitor experience through visible, hands-on management, while ensuring all actions are in support of the strategic objectives as outlined.
The Tourism Manager will manage commercial processes that will lead to the expansion of tourism activities in the Park as well as liaise directly with existing operators. Creating an enabling environment for commercial expansion with ANAC will be a main focal area. The maintenance of existing park facilities in partnership with the park’s infrastructure manager will be essential. The interface between both the Peace Parks and ANAC communications departments will be required to expand the park’s social media presence and brand in local and international platforms.
This is a rare opportunity to drive sustainable tourism development within one of southern Africa’s most iconic conservation areas, combining terrestrial and marine tourism assets of global significance.
DUTIES AND RESPONSIBILITIES
Specific key performance areas will include but not be limited to the following:
Strategic Implementation & Reporting
- Execute the tourism objectives outlined in the Park Management Plan, Strategic Business Plan, and Tourism Plan.
- Track and report on tourism deliverables as guided by ANAC and Peace Parks Foundation.
- Deliver monthly progress updates and operational reports to park management.
- Ensure in-depth understanding and accurate reporting of key tourism metrics.
Operational & Staff Management
- Lead the park’s tourism operations, staff, and visitor facilities to world-class standards.
- Manage the full tourism service chain including booking systems, gate operations, reservations, and guest relations.
- Supervise all 4×4 trails, campsites, and related infrastructure to ensure optimal maintenance and performance.
Human Resource Oversight
- Recruit, manage, mentor, and evaluate all tourism unit staff.
- Drive a culture of high performance, continuous learning, and pride in service delivery.
Tourism Development & Stakeholder Relations
- Guide and collaborate on tourism product development.
- Build a tourism culture within the park.
- Oversee existing concessions and tourism operator agreements to ensure compliance and quality.
- Support the review and restructuring of agreements, pricing models, and new tourism products, both terrestrial and marine.
- Facilitate partnerships and tender processes to expand and diversify tourism offerings.
- Marketing & Communications
- Develop and implement a cost-effective, high-impact marketing and visibility plan.
- Manage all communications, content, brochures, signage, and the park’s digital platforms including website and social media.
- Promote a strong brand identity and positive visitor perception of Maputo National Park.
Visitor Experience & Quality Assurance
- Ensure all tourism facilities and services are consistently clean, functional, and safe.
- Oversee visitor feedback mechanisms and respond effectively to concerns and compliments.
- Maintain full functionality of information and booking systems, including revenue collection and reconciliation.
Other Duties
- Provide tourism-related support to other PPF-managed areas if and when required.
- Represent the park professionally and ethically in all stakeholder engagements.
MINIMUM REQUIREMENTS
- Bachelor’s degree (or equivalent) in Tourism Management, Tourism Development, Hospitality Management or a related field,
- Minimum of five years’ experience in tourism administration, development and management.
- Fluency in both Portuguese and English (written and spoken) is essential.
- Exceptional communication and interpersonal skills, with the ability to build trust and collaborate with a diverse, multi-disciplinary team.
- Strong alignment with the values of the park and Peace Parks Foundation, and a passion for conservation-based tourism.
HIGHLY ADVANTAGEOUS:
- Proven experience in project administrative and support functions.
- Experience in working in a non-governmental environment and in the management of donor funding and procurement regulations and frameworks.
- Proven experience in managing concessions and/or public-private tourism partnerships.
- Track record, ability, and willingness to live and work in remote park conditions.
